Get a Free EstimateRiverside Public Utilities runs one of the best turf replacement rebate programs in Southern California. How the RPU rebate works:
RPU uses budget-based tiered billing. That means every square foot of lawn you eliminate drops your water allocation, and moves you down a tier. A typical 1,200 sqft lawn replacement saves $80–120 per month in water bills on top of the rebate check.
We handle the RPU rebate paperwork on the planted and rockscape areas of every Riverside project, since artificial turf does not qualify. Learn about our Riverside turf installation or see artificial turf cost breakdowns.
Every service adapted for Riverside’s Zone 10a climate, sandy loam soils, and RPU water restrictions.
No-mow turf installation with cooling infill. Zero water, zero mowing, year-round green.

Learn More →“Our Canyon Crest lot drops about eight feet from the house to the back fence. Monarch built a two-tier retaining wall system with a patio level in between, we actually use the backyard now. They engineered drainage behind both walls so nothing pools during winter storms. The view of the valley from the upper patio is even better than before because they cleared the old overgrown slope and replaced it with low plantings that don’t block sightlines. Best investment we’ve made in this house.”

Canyon Crest, Riverside
“My husband is active duty at March ARB and we didn’t want to deal with lawn maintenance during deployments. Monarch replaced 1,400 square feet of dead grass with turf, installed drip irrigation for the planting beds, and handled our RPU rebate application. We got $4,800 back from the city. The yard looks perfect year-round and our water bill dropped from $180 to $65 a month. Wish we’d done it when we first moved to Orangecrest.”

Riverside is 81 square miles with soil, slope, and microclimate conditions that change block by block. Here’s what we know about the neighborhoods where we work most.
Adjacent to UCR and Box Springs Mountain Reserve. Contemporary homes and estates on sloping lots with decomposed granite soil and thin topsoil. Retaining walls, terraced patios, and hillside drainage are the most common projects. Larger lots support full outdoor living builds with pools, fire pits, and covered patios.
Southwestern hills with custom homes on large lots, many gated. Mission Revival and Mediterranean architecture. Rocky DG soils on steep grades require engineered retaining walls and proper erosion control. Breathtaking valley views make outdoor living design especially rewarding, we position patios and seating to maximize sightlines.
Master-planned community near March Air Reserve Base. Palm-lined streets, military families, median home price around $738K. Ramona series sandy loam, great drainage, easy to work with. Most common projects: turf replacement (RPU rebate-eligible), patio covers for the 100°F+ summers, and builder-grade landscape upgrades.
Riverside’s historic Craftsman neighborhood. Heritage citrus trees, mature landscaping, and preservation-focused homeowners. Former citrus soils here are among the richest in the city, excellent fertility and drainage. Projects respect the neighborhood’s character: flagstone walkways, period-appropriate plantings, irrigation upgrades for existing trees.
Western Riverside near La Sierra University and the Santa Ana River Trail. Diverse housing from mid-century to new construction. Hanford series coarse sandy loam drains fast with low water retention, irrigation systems need higher-flow emitters and more frequent cycles. Full-yard transformations and concrete driveways are popular here.
South of central Riverside with larger lots and a semi-rural feel. Horse properties, citrus remnants, and room for expansive outdoor living. Ramona sandy loam at slightly higher elevation. Common projects: large-format concrete patios, block walls for property division, fire pits, and drought-tolerant landscape conversions on oversized lots.
Master-planned community with builder-grade landscapes that need personalization. Most homes are 2000s-era tract builds with small-to-medium yards on flat lots. Ramona series soil. Typical projects: replace dying sod with artificial turf, upgrade basic concrete to stamped or decorative finish, add patio covers and lighting for usable outdoor space.
Homes along Riverside’s seven-mile, tree-lined historic boulevard, a designated landmark planted with palms, eucalyptus, and citrus over 100 years ago. Properties here carry the city’s citrus legacy in their soil and character. Landscape work respects the corridor’s heritage while modernizing irrigation and hardscape for today’s water restrictions.

Artificial turf installation in Riverside typically costs $6–$9 per square foot installed. Riverside Public Utilities offers a turf replacement rebate for converting living lawn to water-wise landscaping, so check RPU’s current per-square-foot rate before you plan. Artificial turf itself does not qualify, so the rebate applies only to areas converted to plants or rockscape. We handle the RPU rebate paperwork on every Riverside project that qualifies. See our turf cost guide for detailed breakdowns.
In the City of Riverside, retaining walls over 4 feet tall require a building permit. Walls of any height need a permit if they support a surcharge, like a driveway, slope, or structure above. Hillside properties in Alessandro Heights, Canyon Crest, and the Box Springs foothills often need engineered plans due to slope grading. Riverside also has a tree protection ordinance: trees over 30 feet tall and 12 inches DBH on parcels over half an acre need removal permits, and oak trees are specifically protected. Monarch handles all permitting as part of your project.
Riverside has three main soil types. Ramona series sandy loam (pH 6.0–7.5, well-drained) covers older terraces in Orangecrest, Mission Grove, Woodcrest, and central Riverside, excellent for most plants and hardscape. Hanford series coarse sandy loam sits near the Santa Ana River through La Sierra and western Riverside, very deep, drains fast, low water retention. Hillside areas in Alessandro Heights and Canyon Crest have rocky decomposed granite with thin topsoil that needs amendment for planting and engineered compaction for hardscape. Former citrus grove neighborhoods (Wood Streets, Victoria corridor) retain exceptional soil fertility from decades of cultivation.
Riverside’s USDA Zone 10a climate supports a broad subtropical palette: citrus trees (navel orange, Meyer lemon, grapefruit, honoring the city’s heritage), bougainvillea, Mexican bush sage, blue hibiscus, bird of paradise, lantana, rosemary, lavender, and society garlic. The 310-day growing season and mild winters mean most Mediterranean and subtropical species thrive. For low-water landscapes, desert willow, red yucca, kangaroo paw, and California fuchsia perform well on Riverside’s sandy loam soils. Visit our xeriscaping guide for water-efficient plant lists.
Yes, Alessandro Heights and Canyon Crest are among our most active Riverside neighborhoods. Both areas sit on hillsides with decomposed granite soils and slopes that require specialized retaining wall engineering, terracing for usable outdoor space, and proper drainage to handle winter runoff. We’ve built terraced patios, multi-level retaining walls, and erosion-control drainage systems throughout these neighborhoods. The larger lot sizes and elevation changes make them ideal for custom outdoor living spaces with valley views. Schedule a free hillside consultation.
