Menifee, The Fastest-Growing City in Southwest Riverside County

Menifee landscaping for the fastest-growing city in SW Riverside County, from bare-dirt builder lots in Audie Murphy Ranch to finished backyards in Sun City and Heritage Lake.

All of this new construction shares one thing in common: builders deliver homes with bare dirt backyards, a few stick trees, and basic irrigation stubs. The “landscaping allowance” covers a front yard sod strip and not much else. That’s where most Menifee homeowners start their call to Monarch.

Menifee sits at approximately 1,400 feet elevation in the Menifee Valley basin. We’ve been building landscapes here since 2009, before Menifee was even a city. We know the Murrieta sandy loam that drains fast on the mesa, the Bonsall series clay subsoil that traps water in the valley bottoms, and the Fallbrook sandy loam on the slopes near Quail Valley. That knowledge shapes every project from the first grading pass to the final plant.

About Monarch →

New Construction Landscaping for Menifee’s Builder Lots

Turning bare-dirt backyards into complete outdoor living spaces, designed for Menifee’s soil, climate, and HOA requirements.

The Builder Left You Bare Dirt, Now What?

Every production builder in Menifee, Lennar, KB Home, Richmond American, Taylor Morrison, delivers homes with the same formula: compacted fill dirt graded away from the foundation, two or three 15-gallon trees, a drip stub at the hose bib, and a postage-stamp front yard with sod on a timer. The backyard is your problem.

That compacted builder fill is actually the first issue to solve. Construction equipment compresses the soil to 98%+ Proctor density, great for the foundation pad, terrible for drainage and plant roots. Water pools instead of percolating. Roots stay shallow instead of anchoring deep. Your new trees struggle for years in soil that’s essentially concrete.

Monarch’s New-Home Build Sequence

We follow a specific order that prevents rework and coordinates with your builder’s warranty timeline:

  • 1. Grade & drain: Rip compacted fill, establish final grades, install French drains or surface drains to move water away from the slab
  • 2. Hardscape: Concrete patios, walkways, and retaining walls go in before any planting, heavy equipment destroys plants
  • 3. Irrigation: Drip zones for planting beds, rotary heads for turf areas, smart controller (Rachio or Hunter) programmed for EMWD’s watering schedule
  • 4. Softscape: Artificial turf or drought-tolerant planting, matched to your lot’s sun exposure and USDA Zone 9b–10a
  • 5. Structures & lighting: Patio covers, fire pits, landscape lighting, the finishing touches that make it livable

Most Menifee new-home backyards take 3–6 weeks from bare dirt to finished. Schedule your free estimate and we’ll walk your lot the same week.

Concrete & Hardscaping Built for Menifee’s Inland Heat

Menifee’s inland valley location means summer temperatures regularly exceed 100°F, with ground-level concrete surface temps reaching 140°F+ in direct sun. That thermal stress cracks poorly installed slabs within two to three seasons. The Murrieta sandy loam drains quickly after rain, but dig down 18–24 inches in the valley areas near Heritage Lake and Menifee Lakes and you hit Bonsall series clay subsoil that holds moisture and shifts with wet-dry cycles.

Monarch pours concrete following ACI 305R hot-weather standards: morning pours before 10 AM, wet curing for at least 7 days, and control joints spaced at 8–10 foot intervals to manage thermal expansion. On lots with clay subsoil, we excavate and install 6 inches of Class II aggregate base compacted to 95% Proctor density before any pour.

For hardscape projects on slopes near Quail Valley and the eastern hills, we use decomposed granite subgrades with geotextile fabric to prevent migration. Every Menifee project is engineered for the specific soil conditions on your lot, not a one-size-fits-all spec.

  • Stamped, broom-finish, and exposed aggregate concrete patios and driveways
  • Floating walkways with turf or rockscape borders
  • Interlocking pavers on compacted base for pool decks and entertainment areas
  • All concrete reinforced with #4 rebar on 18-inch centers

Drought-Tolerant Design & Artificial Turf for EMWD Territory

Every Menifee home is served by Eastern Municipal Water District (EMWD), which uses aggressive budget-based tiered pricing to discourage water waste. Your Tier 1 allocation is calculated from your lot size, ET rate, and number of residents. Go over it and you jump to Tier 2 at $5.43/unit, Tier 3 at $8.15, or Tier 4 at $12.22, nearly triple the base rate. In a city where summer ET rates push 7+ inches per month, a traditional lawn can blow through your entire outdoor water budget.

EMWD offers a $5 per square foot turf removal rebate ($3 EMWD plus $2 regional) for lawn converted to drought-tolerant landscaping. Artificial Turf, Full Guide: artificial turf does not qualify. A 1,000 sq ft conversion earns $2,000 back. Smart controller rebates are also available for Rachio, Hunter Hydrawise, and Rain Bird units.

Monarch designs landscapes specifically to keep Menifee homeowners within Tier 1. We use drip irrigation in planting beds, matched-precipitation rotary nozzles for any remaining live turf, and smart controllers programmed to EMWD’s three-day watering schedule. The result: a landscape that looks lush year-round without penalty water bills.

  • Trees: Desert willow, palo verde, Chilean mesquite, tipu tree, Australian willow
  • Shrubs: Bougainvillea, rosemary, lantana, Texas ranger, ceanothus
  • Groundcovers: Dymondia, creeping thyme, Myoporum ‘Putah Creek’
  • Accents: Agave, aloe, deer grass (Muhlenbergia rigens), red yucca

Sun City 55+ – Low-Maintenance Landscapes for Active Adults

Sun City is where Menifee started, Del Webb’s original 55+ retirement community from the 1960s, one of the first age-restricted developments in California. Today, Sun City’s 8,000+ homes range from original 1,200 sq ft ranch-style houses to renovated mid-century properties with updated kitchens and pools. The landscapes, however, often haven’t been touched since installation.

Monarch specializes in low-maintenance renovations for Sun City homeowners: ripping out water-hungry bermuda lawns and replacing them with synthetic grass or drought-tolerant rockscaping. We design for accessibility, smooth concrete walkways instead of stepping stones, raised planting beds at comfortable working height, and pathway lighting for evening visibility.

Sun City’s HOA is one of the more relaxed in Menifee, but front yard changes still need architectural approval. We handle the paperwork. Most Sun City renovations complete in 1–2 weeks because lot sizes are smaller and there’s no new grading required.

HOA-Ready Designs for Menifee’s Master-Planned Communities

Menifee’s rapid growth means nearly every neighborhood built in the last 20 years operates under an HOA with architectural review. Audie Murphy Ranch, Heritage Lake, Menifee Lakes, Countryside, and The Farm all require pre-approval for landscape modifications, hardscape additions, patio covers, and fencing. The review process typically takes 2–4 weeks, and incomplete submittals get kicked back, adding months to your project timeline.

Here’s what protects you: California Civil Code 4735 guarantees your right to replace natural grass with drought-tolerant landscaping or turf replacement rebates. Your HOA cannot prevent the conversion or fine you for completing one. But they can still review material colors, edging styles, and plant selections for aesthetics.

Monarch prepares complete HOA submittal packages for every Menifee project: scaled site plan, material specifications with manufacturer cut sheets, color samples, plant schedule with mature sizes, and irrigation plan. We design to exceed your community’s CC&R standards, which means faster approvals and zero revision requests.

  • Full architectural review packages prepared for every HOA community
  • Material specs matched to your community’s approved palettes
  • Turf blade colors, edging materials, and plant species pre-selected for compliance
  • Civil Code 4735 protections explained and documented in every submittal

Our Process, From Audie Murphy Ranch to Sun City

Every Menifee project follows the same five-step process, whether you’re building from bare dirt in a new community or renovating a 1960s Sun City property.

  • 1. On-Site Assessment, We walk your property, assess soil conditions (sandy loam vs. clay subsoil), measure grades, photograph existing conditions, and review HOA requirements if applicable. Free, no obligation, takes about an hour.
  • 2. Design & Engineering, We draft a site plan with material specs, plant selections for USDA Zone 9b–10a, drainage routing, and irrigation layout optimized for EMWD’s tiered rates. If retaining walls require engineering, we handle PE-stamped drawings here.
  • 3. HOA & Permit Submittal, For HOA communities, we prepare the full architectural review package. For permitted work (patio covers, walls over 4 feet, gas fire features), we submit to Menifee Building & Safety. Most permits return in 2–4 weeks.
  • 4. Build, Our crew grades, prepares subgrade, installs drainage, and builds. Concrete pours are scheduled for mornings to beat Menifee’s afternoon heat per ACI 305R standards. Typical timelines: turf 3–7 days, patio cover 1–2 weeks, full backyard 3–6 weeks.
  • 5. Walkthrough & Warranty, Final inspection with you on-site. We photograph everything, file permit finals, program your smart controller, and provide a written warranty. We’re a phone call away if anything needs attention.

What Menifee Homeowners Say

“We bought our home in Audie Murphy Ranch and the builder gave us nothing but dirt and three sad stick trees. Monarch came out within a week, designed the entire backyard, concrete patio, turf for the kids, a patio cover for shade, and drip irrigation for the planting beds. They handled our HOA submittal and got approval in two weeks. The whole project took a month and our neighbors have been asking for their number ever since. Best investment we’ve made in the house.”
Chris & Maria L.
Audie Murphy Ranch, Menifee, CA
“After 15 years in Sun City, our bermuda lawn was half dead and our water bill was out of control. Monarch replaced the entire front and back with artificial turf and drought-tolerant plants. They got us the EMWD rebate, designed smooth walkways I can actually navigate safely, and added path lighting so I can see where I’m going at night. My water bill dropped from $210 to $85 a month. Should have done this years ago.”

Menifee Neighborhoods We Serve

Every Menifee neighborhood has different soil, lot sizes, HOA rules, and landscape needs. We design for your specific community, not a generic template.

Audie Murphy Ranch

Menifee’s premier master-planned community with 2,700+ homes built since 2015 by Lennar, KB Home, and Taylor Morrison. Modern Mediterranean and farmhouse architecture with 5,000–8,000 sq ft lots. Active HOA with architectural review. Sandy loam soil drains well but builder-compacted fill needs ripping before planting. Most popular projects: complete backyard builds from bare dirt, concrete patio, turf, patio cover, and landscape lighting.

Heritage Lake

Established community centered around a 16-acre recreational lake. Mix of single-family homes from the 1990s–2000s with mature landscapes that need renovation. Larger lots than newer communities. Sandy loam with occasional clay pockets near the lake basin. Popular projects: turf replacement, patio covers for lakeside entertaining, and irrigation upgrades to reduce EMWD water costs.

Menifee Lakes

Gated community with lake access, trails, and community amenities. Homes from the early 2000s with aging landscapes ready for refresh. HOA maintains common areas but homeowners are responsible for private yards. Good sandy loam soil throughout. Renovation-focused projects: replacing dead lawns with artificial turf, updating concrete patios, adding shade structures for summer entertaining.

Sun City (55+)

Del Webb’s original 1960s retirement community, 8,000+ homes, one of California’s first age-restricted developments. Smaller lots (3,000–5,000 sq ft), single-story ranch homes. Many landscapes unchanged since original construction. Low-maintenance is the priority: artificial turf, drought-tolerant rockscaping, smooth accessible walkways, and LED pathway lighting. Relaxed HOA compared to newer communities.

Countryside & The Farm

Two of Menifee’s newest and fastest-growing communities along Newport Road and Scott Road. Thousands of homes under construction and recently completed. Young families with kids and dogs need durable, functional backyards. Builder-delivered bare dirt lots dominate. Our most common request here: full backyard package with artificial turf play area, concrete patio, and patio cover, all built in one coordinated project.

Quail Valley & Eastern Hills

Older unincorporated-era properties on larger lots (half-acre to multi-acre) with more rural character. Decomposed granite soil on slopes, sandy loam in flats. Fewer HOA restrictions, more design freedom. Common projects: retaining walls for slope management, rockscape with native desert plants, large-scale artificial turf installations, and drainage solutions for hillside runoff. Horse property fencing and arena grading available.

Menifee Landscaping FAQs

How do I landscape a new construction home in Menifee?

Most new construction homes in Menifee, Audie Murphy Ranch, The Farm, and Countryside, are delivered with bare dirt yards, basic builder-grade irrigation stubs, and a few stick trees. The builder’s landscaping allowance typically covers only a front yard sod strip and basic drip lines. Monarch designs complete yard packages for new Menifee homes: grading and drainage first (critical because Menifee’s Murrieta sandy loam drains fast but Bonsall series clay subsoil in valleys traps water against foundations), then hardscape (concrete patio, retaining wall if needed), followed by turf or drought-tolerant plantings, and finally shade structures and lighting. Most new-home backyards take 3–6 weeks from bare dirt to finished. Schedule your free estimate →

What are EMWD’s water restrictions for Menifee landscaping?

Eastern Municipal Water District (EMWD) serves all of Menifee and enforces year-round water-use efficiency rules. Outdoor irrigation is limited to no more than three days per week and prohibited between 9 AM and 6 PM. EMWD uses budget-based tiered pricing, Tier 1 is your efficient-use allocation, and overages jump to Tier 2 ($5.43/unit), Tier 3 ($8.15/unit), and Tier 4 ($12.22/unit). EMWD offers a $5 per square foot turf removal rebate ($3 EMWD plus $2 regional) for lawn converted to drought-tolerant landscaping. Artificial turf does not qualify. Smart controller rebates are also available. Monarch designs irrigation systems to keep you within Tier 1 using drip zones, matched-precipitation rotary heads, and smart controllers. See turf costs →

How do I get HOA approval for landscaping in Menifee?

Nearly every Menifee community built after 2005 has an HOA with architectural review. Audie Murphy Ranch, Heritage Lake, Menifee Lakes, Countryside, and The Farm all require pre-approval for front yard changes, hardscape additions, alumawood patio cover, and fencing. California Civil Code 4735 protects your right to replace grass with drought-tolerant landscaping or artificial turf, your HOA cannot prevent this. However, they can still review materials, colors, and plant selection. Monarch prepares full submittal packages: site plan, material specs, color samples, plant schedule, and manufacturer cut sheets. We design to exceed CC&R standards for faster approvals.

What are the best drought-tolerant plants for Menifee?

Menifee sits in USDA Zone 9b–10a with hot, dry summers (100°F+) and mild winters. The best drought-tolerant species for Menifee: Trees, desert willow, palo verde, Chilean mesquite, tipu tree, Australian willow. Shrubs, bougainvillea, rosemary, lantana, Texas ranger (Leucophyllum), ceanothus, California buckwheat. Groundcovers, Dymondia, creeping thyme, Myoporum ‘Putah Creek,’ red apple (Aptenia). Accents, agave, aloe, deer grass (Muhlenbergia rigens), red yucca. Avoid water-dependent species like fescue lawns, Japanese maples, and hydrangeas, they struggle with Menifee’s summer heat and EMWD’s tiered rates. Read our xeriscaping guide →

Do I need a permit for a retaining wall in Menifee?

Menifee follows California Building Code: any retaining wall over 4 feet tall (measured from footing bottom to wall top) requires a building permit with PE-stamped engineered plans. Walls with surcharge loads (driveways, structures, or slopes above) may require permits at lower heights. Menifee Building & Safety reviews structural plans, drainage details, and footing specifications. As a licensed C-27 contractor (CSLB #957605), Monarch handles all engineering, permit applications, and city inspections. See retaining wall costs →

How much does landscaping cost in Menifee?

Menifee landscaping costs depend on scope and materials. Typical ranges: turf installation runs $6 to $9 per sq ft installed (rebates do not apply to artificial turf). Concrete patios and driveways cost about $7–$15/sq ft, broom-finish, stamped, or exposed aggregate. Alumawood patio covers run $27/sq ft for non-insulated and $35 for insulated. Gravity walls, geogrid-reinforced walls, and engineered walls run $75–$90 per linear foot depending on material. A full backyard transformation typically ranges from $25,000–$65,000 for Menifee’s standard lots. New construction homes cost less because there’s no tear-out. Get a free detailed estimate →
