In the desert region of San Bernardino County, weeds and grasses must be cut to 4 inches or less on properties under five vacant acres, tumbleweeds must be completely removed, and combustible debris must be cleared. The County surveys twice a year, in early spring and early fall, and gives owners 30 days to fix a violation. Hesperia, Victorville, Apple Valley and Adelanto each apply their own version, covered below.

Weed abatement in the High Desert is fire prevention. Winter weeds like red brome and Sahara mustard dry into fuel after spring, and Cal-IPC says both raise fire frequency (Cal-IPC, red brome; Cal-IPC, Sahara mustard). Every rule, phone number and fee on this page comes from the agency’s own page, linked inline. Rules change, so the agency page is the final word.

San Bernardino County Rules (Desert Region)

The County’s Fire Hazard Abatement program is run by Land Use Services, Code Enforcement, and enforces County Code Sections 23.0301 through 23.0319 (SB County FHA; County Code). It covers unincorporated areas like Phelan, Oak Hills, Spring Valley Lake and Lucerne Valley, plus cities that contract with the County.

What the desert region standard requires

  • Weeds and grasses cut to no more than 4 inches in height throughout the property, if it is less than five vacant or unimproved acres.
  • Combustible debris, junk and trash completely removed.
  • Tumbleweeds completely removed from the property.
  • Tires removed or stored in an enclosed structure.

Inspections and notices

The Valley and Desert regions get two surveys per year, during early spring and early fall. Complaints are handled year round. Owners get 30 days to abate, and failing to do so may bring citations, penalties and/or fees for abatement by the County (SB County FHA).

County contacts: 909.387.8311. High Desert office: Jerry Lewis High Desert Government Center, 15900 Smoke Tree St., Suite 131, Hesperia (SB County FHA). For alerts, the County has told residents to email CodeEnforcementDivision@lus.sbcounty.gov with “FHA” in the subject line (SB County, March 2024).

Hesperia Weed Abatement

Hesperia contracts its fire hazard inspections to San Bernardino County Land Use Services (City of Hesperia). The main difference from the County’s general desert rule: in Hesperia, weeds and grasses have to be cut to no more than 4 inches within 30 feet of any type of structure (SB County).

The City says spring inspections target weeds and grasses, and fall inspections focus mainly on tumbleweeds and summer vegetation. Each parcel is inspected before a notice goes out and re-inspected after the due date (City of Hesperia). If tumbleweeds are your issue, see our tumbleweed guide.

Apple Valley: What It Costs If You Get a Notice

In Apple Valley, weed abatement is run by the Apple Valley Fire Protection District. According to the District, a $80 non-refundable administrative fee applies when a notice is issued. The owner must allow the District’s contractor to abate the property if they do not, and unpaid contractor fees become a lien on the property tax bill (AVFPD).

The page we used does not list a flat contractor charge. Call the inspector at (760) 247-3585 with questions about your parcel.

Adelanto: 12 Inches and Year-Round

Adelanto Code Compliance treats weeds 12 inches or higher as a violation, with a penalty of up to $500 plus all related costs of abatement. The City describes the high fire months as usually April through October, and says the standards apply year round, so a lot may need clearing more than once a season (City of Adelanto). Call (760) 246-2300.

How to Report an Overgrown Vacant Lot

  • Victorville: Private property overgrowth goes to Code Enforcement at (760) 955-5104. Public Works only handles the public right-of-way (City of Victorville).
  • Adelanto: Code Compliance at (760) 246-2300 (City of Adelanto).
  • Unincorporated areas and Hesperia: The County handles complaints year round at 909.387.8311 (SB County FHA).
  • Apple Valley: The Fire Protection District inspector at (760) 247-3585 (AVFPD).

How to Clear a Lot Without Starting a Fire

These points come from the sources on this page. Where something is general practice rather than an agency rule, we say so. For burn rules and equipment restrictions on your lot, ask the agency that inspects it.

  1. Clear early, while the weeds are green. Red brome flowers March to May, and winter weeds dry out into fire fuel after that (MDLT). The County’s first survey is in early spring (SB County), and Adelanto’s high fire months usually start in April (Adelanto). Clearing while plants are still green keeps you ahead of the dry season.
  2. Do not flame dry vegetation. UC IPM lists flaming for small Russian thistle seedlings (UC IPM), but warns to be careful not to flame dried out vegetation (UC IPM). Our general practice advice: no torch at all once weeds start drying in spring.
  3. Remove what you cut. The County standard is that tumbleweeds and combustible debris are completely removed (SB County). A pile of dry cuttings left on the lot is still fuel.
  4. Bag seeding weeds. MDLT recommends bagging pulled invasive weeds to reduce the risk of seeds being scattered (MDLT). That also cuts down next year’s clearing.
