Victorville, Hesperia, Apple Valley, Phelan Pinon Hills, Adelanto and Barstow. Days, hours and drip rules straight from each provider, with the date each page was last updated.
Get a Free Irrigation EstimateHigh Desert watering rules are set by your water provider, not the Mojave Water Agency. Victorville allows sprinklers three set days a week by address, Adelanto two, Liberty Utilities in Apple Valley and Golden State Water up to three, and Hesperia and Phelan Pinon Hills set hours but no watering days. Several official pages disagree with each other or are years old, so confirm with your district before you set your timer.
We checked every provider page below on September 29, 2026. Where a page shows the date it was last updated, we list it. Where it does not, we say so. Rules like these change with drought stages, and some of these pages have not caught up. The provider’s current notice always wins over this page.
The Mojave Water Agency sells water wholesale and does not set watering days for homes. Its drought page says water use reduction regulations vary from one water purveyor to another, and it links a tool to find your purveyor (Mojave Water Agency). Your provider’s name is on your water bill. Apple Valley has two providers: Liberty Utilities, and Golden State Water, which serves about 2,900 customers in Apple Valley and Lucerne Valley (Golden State Water).

Last checked September 29, 2026. Victorville’s schedule was also reported by the Victorville Daily Press on July 13, 2026.
Liberty has two pages that do not match. The Watering Schedule page, last updated August 17, 2022, shows Stage 2: two days a week, 7 p.m. to 8 a.m., 10 minutes per station, with even addresses on Monday and Wednesday and odd on Tuesday and Thursday (Liberty watering schedule). The undated drought page, which references the State Water Board’s July 3, 2024 regulation, shows Stage 1 “Water Alert,” with irrigation recommended not to exceed three days a week (Liberty drought page). The drought page looks like the newer of the two, but call Liberty at 800-481-9190 to confirm which stage is in effect before you reprogram.
Hesperia’s FAQ says you may water any day, and recommends 10 p.m. to 6 a.m. in summer (June to September) and 9 a.m. to 3 p.m. in winter (October to May) (Hesperia FAQ). The city’s Water Conservation page says a Stage 2 Water Conservation Plan is in effect, with mandatory measures effective June 10, 2022, and encourages residential irrigation from 10 p.m. to 5 a.m. (Hesperia Water Conservation). Both call their hours recommended, not required. Ending by 5 a.m. satisfies both. Confirm with the Hesperia Water District if it matters for your schedule.
Liberty’s watering recommendations sheet for Apple Valley gives hours by season and a few more limits (Liberty watering recommendations):
Penalties. Hesperia’s conservation page says failing to correct wasteful use can bring fines, disconnection of service, and/or prosecution. The other provider pages we checked do not list penalties.
Victorville’s page states that drip irrigation systems are exempt from the watering schedules (Victorville). Liberty exempts drip-only zones (Liberty). Hesperia, Golden State Water, Phelan Pinon Hills and Adelanto do not address drip on the pages we checked, so assume the schedule applies until your provider tells you otherwise. Monarch’s irrigation and drip work includes converting shrub and tree beds from spray to drip, and artificial turf needs no watering schedule at all.
One program is confirmed on an official page. Liberty Utilities in Apple Valley lists a Weather Based Irrigation Controller Program, with installation included, for customers who complete its no-cost water audit (Liberty water programs). Liberty does not state a dollar amount on that page. Call Liberty to check eligibility.
We could not confirm any other active outdoor water rebate for the High Desert. That includes the Mojave Water Agency’s Cash for Grass program, which is mentioned on MWA’s site without a current status. Our water rebates page tracks what we have found.
Once you know your days and hours, program them in. Our sprinkler timer guide has the steps for Rain Bird ESP-TM2 and ESP-ME3 and Hunter X2 and Pro-C, including odd and even day settings. To pause for rain or wind, see how to turn off sprinklers. The rest of the basics, including monthly water demand, are in the High Desert irrigation guide.
Even addresses water Tuesday, Thursday and Saturday, and odd addresses water Wednesday, Friday and Sunday. From June to September the hours are 10 p.m. to 6 a.m., and from October to May they are 9 a.m. to 3 p.m. Drip systems are exempt.
No. Hesperia’s FAQ says you may water any day, with recommended hours of 10 p.m. to 6 a.m. in summer and 9 a.m. to 3 p.m. in winter. The city’s conservation page recommends ending by 5 a.m., so check with the Hesperia Water District.
It depends on your provider. Liberty Utilities’ drought page asks for no more than three days a week, even addresses Monday, Wednesday and Saturday and odd Tuesday, Thursday and Sunday, with drip-only zones exempt. An older Liberty page still shows a two-day Stage 2 schedule, so call Liberty to confirm. Golden State Water customers can water up to three days: even Sunday, Wednesday and Friday, odd Tuesday, Thursday and Saturday.
Not within 48 hours after measurable rainfall. Phelan Pinon Hills CSD prohibits it.
Liberty Utilities in Apple Valley lists a Weather Based Irrigation Controller Program that starts with a no-cost water audit. It does not list a dollar amount. We could not confirm any other active controller or turf rebate in the High Desert.
We checked every number on this page against the public sources below. If a rule or date changes, the agency page is the final word.
